3. Nomination of candidates
(a) Nomination of the candidate for election shall be made in Form III, which on application shall be supplied by the returning officer or any other officer authorized by him in this behalf, to any member free of cost.
(b) Every nomination paper shall be signed by two members whose names are included in the list of the members or delegates. One of the members shall sign the form as proposer and the other as seconder for the nomination. The nomination paper shall also contain a declaration signed by the candidate, expressing his willingness to stand for election.
(c) Every nomination paper shall be presented in person or sent by registered post with acknowledgement due, by the candidate himself to the Returning Officer or any person authorized by him in this behalf, so as to reach him before the date and time specified for the election programme. The returning officer or any other officer authorized by him who receives the nomination paper shall enter on the nomination paper its serial number and certify the date and time at which the nomination paper has been received by him and shall immediately give a written acknowledgement for the receipt of nomination papers, if presented in person, which shall also bear the seal of the society. The returning officer shall, at the close of the time fixed for the receipt of nomination papers, prepare and display on the notice board of the society, a list of nominations received by him. Any nomination paper which is not delivered or received on or before the date and time fixed for its receipt shall be rejected.
(d) No person shall be nominated as a candidate for election to fill a seat on the board if he-
(i) is ineligible to vote;
(ii) is disqualified to be the member or delegate or a member of the board under the provisions of the Act and these rules; and
(iii) does not possess the necessary qualifications specified in the bye-laws of the society for election as member of the board.
