First buyer of flat from builder in 1991 could not register the agreement being late in registration but paid stamp duty under amnesty. first buyer did not apply for membership.in 2015 first buyer gifted this flat to his relative who registered the gift deed & paid stamp duty. Second buyer applied to for membership but Society refused admission on the ground that first buyers agreement not registered.

If paid under amnesty then it's registration is also done. Approach a property lawyer for index 2.
