Builder not ready to form coop housing society?

our building is constructed in 2012 and possion given to owner for the same. Since 2012 we are leaving in this premises. Out of 9 flat owner 5 owner ready to form society. Many time do follow up with builder for formation of society but he is not ready to form the society. How we can registered our society with or without builder.

    Society requires 11 members. You ask builder to form condominium.
