Extra charges by society to owners towards renting their flat other than NOC.

I have flat in Mumbai. In a recent AGM (Aug 2017), society has passed resolution to charge 1 month rent of flat (Rs.15000) per year in maintenance towards some fund/charges from the owner who have rented their apartment apart from non occupancy charges. Is this legal and as per society bye laws in Mumbai/Maharashtra? Society has also decided to fine Rs.500 from the members who do not attend the AGM or society meetings? Is this legal. Please help

It is not legal to charge extra as you mentioned above.
