In Heirshipcase does Society take NOC charges from Legal Heirs( Delayed Heir ship case)

Dear Sir,
Need to know that In Heir ship case does Society take NOC charges from Legal Heirs to transfer there names.
Because the person has done Heir ship formality after 10 years. so he is applicable to pay NOC charges in Society or not
Please Guide.
