Is it a right of a member to ask Building plans for his personal use without disclosing any reasons ?

Society's member has asked a copy of Building plans for his personal use without disclosing any reason. Is the Managing committee bound to give a copy of Building plans when member wants it for his personal use. What are the rights of members under such circumstances.
