Is one have to pay association monthly charges if his flat is locked from last 4 years?

Hello sir
I m sagar sharma from delhi paschim vihar.
My grand father was alotey of a lig flat in paschim vihar in 1989 n we r staying there together till2013 n regularly pay association charges but due to some personal reason we shifted to some other area in 2013.n that paschim vihar flat is locked from us till jow n we r not using that flat for rent till now 2017.is i have to pay closed flat associaten montholy charger to association by rules or not?
