Is registration of Leave and Licence agreement with the tenants compulsory while submitting the same to the Society ?

I have a flat in one of the Co-op Housing Society in Vashi. The management committee has levied a penalty stating that I have not submitted the registered Leave and Licence agreement though I had submitted the Leave and Licence agreement (stamped on Rs. 100/- stamp paper) well in time. Is there a provision in the bye-laws which state that registration of the L&L agreement is compulsory when submitted to the Society for the records purposes ? Please advise. Thanks.
