On what grounds can a society refuse NOC for restaurant

I would like to know on what grounds can a society refuse NOC for a restaurant.
Property is commercial as in shop
Property has no acess from inside society gate
Property has own parking outside the residential boundaries
All maintainence dues are paid

Hi Sir I have shop at Palghar.. I had rent it for chicken shop.. But society is objecting pls advise

Some local political person wants to open Restaurant and Bar at society Ground floor shops. Can we refuse society NOC as it can create nuisance to society by daily nouse nuisance of drunken, smells and other problems arising due to opening of BAR. Wheather there is any law in support, which help in refusing for opening Bar.
