Overruling of AGM decision by Managing Committee

In the first AGM of the Society, decision was taken to allot parking (sticker with number) for each and every member on first come first served basis, irrespective of whether they own a vehicle or not. Accordingly, I had taken an allotment sticker, though I didn't have a vehicle. The following month I was charged for parking. But, the subsequent month, Managing Committee solely decided that parking should be allotted to only members having vehicles. And, accordingly, parking charges were removed from my bill.

Can Managing Committee overrule AGM decisions?
Even if Managing Committee is correct, shouldn't the members (without vehicles) who were charged for 1 month, be refunded?

    Dear Sir/ Mam,

    Firstly, one needs a vehicle to apply for parking or in that case you must purchase within short time. Society is right in this case.
