Regarding Vehicle parking sticker

We are paying regular parking charges on monthly basis.. 100 Rs for Car and 50 Rs for Bike.
Now Society committee has decided to put stickers on vehicle.. actual cost of sticker is very less.. however they are pushing to sale with 50 to 60 % profit margin. is this a part of monthly parking charges ? Can they sale it with profit margin.
