Shifting charges for tenants (new and existing)

I have a flat in Mumbai (Powai) and give it out on rent. However, the society charges a shifting charge of 10,000 rupees when a new tenant shifts to stay in the society. While this amount is exorbitant, the society makes me pay 10,000 rupees every year (in case the existing tenant continues for another year or so.) When a new tenant comes, anyways, the soceity again charges 10,000 for allowing him to shift into the society.
When I tried reasoning with the society chairman, he says that you rent out the flat and earn a good profit, why can't the soceity also benefit from this ???
He is not willing to listen to reason to either reduce the amount or making it a one time payment for a new tenant (irrespective of whether he stays for 11 months or more )..

Please help / advise.

    i am also faceing the same problem for tenant shifting charges, kindly guide me for the same. is it wrong or right to take shifting charges.

    It is a Criminal offence to collect any charges in the guise of "Shifting Charges", or "Tenancy Deposit" or higher non-occupancy charges, over and above the mandatory 10% Non-Occupancy Charges on the Society Service /Maintenance charges.
