We'd recommend you to form a cooperative housing society. Only then will you have some simple legal options to enforce some rules. In current state it is near impossible to get remedy in civil courts.
Even after forming cooperative housing society, you will need good cooperation from society members. But advantage will be that you'll have bye-laws, cooperative registrar office to help you which will make it relatively easier to manage.

Visit the owner of the flat with all members and do a Gandhigiri act. Frustrated they may call police, there u can present your case much better. (2) If the flat is vacant, send a RPAd letter to their available address and on the basis of acknowledgement file FIR; Make builder also a party in FIR. Represent Corporation/ municipality Member and on the basis of FIR cut amenities such as water, electricity etc. Be sure involve police before cutting water connection, otherwise human rights will come up.

Unregistered Society Committee making unfavorable rules for Members and Doing Partiality not only One Committee member without intimate others bring advocate for Deem Conyenced Process by paying 6 Lacs and set immediate meeting to passed this amount without comparing other advocate fees. Total Non transparency between one member and advocate. From 2014 bought flat this Building name Vijapur CHS Ltd, Kandivali East, Mumbai. not done AGM and Not having Accounts, Balance Sheet, P& L, Funds and Investment Details. I have done 3 Complaints but not giving proper answer also Send Copies to Registrar they are also not giving proper answer.
