Utilisation of funds received from Mobile towers

The funds recieved from mobile towers on top of the society building are supposed to be used in the following manner: 1] Distribute as dividend to all members of the society [50 %]. 2] The balance 50 % to be utilised for maintenance expenses [Regular].This i had read in a newspaper article. Am i correct? What can be done if the Commitee members are not following this Rule?
