can we ragister our society ,if live in chawal ?

we are living in chawal type society, maximam 100 family is stay there. mostly living people have a not knowledge and advantage about society ragistretion . five years ago we are made temparary commity for society development.and society was also develop too. but next commety member is not good they are not mentain society well.
Our society is not under legal ragistration,so we can not take more action against commity member.
