rules of registration of a transferred housing property under the rule of Hidco, West Bengal

My uncle transferred his flat which belongs to a co-operative society, to my mother. Now she wants to do the registration of that flat. Is she eligible of any kind waiver for the registration which other members of the flat are getting as they are direct member of the society. Is there any concession for widow as my father has passed away.
