New member becoming a proposer to a resolution

A new member purchased a flat in our society. He attended the AGM. There was a resolution to accept 21% per annum as the interest for delayed payment. The chairman requested for a proposer and seconder. The new member raised his hand as one of the proposer. The resolution was unanimously accepted by the AGM. A member is making delayed payment and raising an objection to the interest that the proposer is not a member. He is mentioning that the interest is null and void. Is this true
